Note that Luke is represented here twice. Both chapters 9 and 10 of Luke begin with essentially the same story, the only difference being the number of people (12 vs. 70) being sent out.
Jesus changes his mind about who the disciples should preach to in 28:19.
Because of their wickedness, God destroyed the people of Sodom and Gomorrha (Genesis 18-19). Thereafter, the cities were used as symbols of depravity (in the old testament) and severity of punishment (in the new testament: here and in Matthew 11:23-24).
